Norway’s first marine national park protects a varied Skagerrak archipelago adjoining Sweden’s Kosterhavet. Below its islands and skerries lie deep channels, kelp, eelgrass and the large Tisler cold-water coral reef.
Ytre Hvaler
Why it is protected
Protect a representative outer-Oslofjord and Skagerrak marine landscape.
Conserve cold-water coral, kelp, eelgrass, seabed communities and island habitats.
Habitats and significant life
Habitats: Cold-water coral reef, Kelp forest, Eelgrass meadow, Deep channel, Skerry.
Significant species: Desmophyllum pertusum cold-water coral, Harbour seal, European lobster, Kelp communities, Seabirds.
Rules and activities
Fishing and recreation continue under national-park, fisheries and wildlife rules.
Sensitive coral and wildlife areas have additional spatial protections.
Governance
Ytre Hvaler National Park Board; Norwegian Environment Agency; Hvaler municipality.
Pressures
Bottom-contact fishing; Boating and anchoring; Marine litter; Pollution; Ocean warming.
Protection effectiveness
These dimensions are intentionally separate: a valid designation or active management program does not, by itself, prove ecological recovery.
Habitats and marine life connections
Ecologically related protected areas
These places share documented habitat types or the same ocean region. The relationship is ecological context, not proof of direct connectivity.
Condition and evidence
MLL reports what the available evidence supports. It does not infer ecological health from designation or mapped coverage.
Insufficient evidence
Place-specific ecology and management evidence has been reviewed, but the available indicators do not support a single current ecological trend for the whole protected area.

How to read this: Insufficient evidence means the available evidence cannot support a conclusion. It does not mean the MPA is in poor condition.
Habitat monitoring documented; no single park-wide trend assigned. Confidence: limited. Coral, coastal habitat and water-quality evidence must be interpreted separately.
A dedicated national-park board and spatial protection for sensitive coral habitat are documented. Confidence: moderate. Management structures are not interpreted as proof of uniform habitat recovery.
